My Idea is to have it so Jedi Lore Masters, Jedi Generals and Clone Commander whitelists have the ability to change the security levels. This way it can prompt more Commanders to take command of base and can change the security level when Shock and Republic Command are not online.

Makes a lot of sense for Commanders to have the ability to change sec leves
